Policy Development, Approval, and Dissemination
Policy Statement
University policies document the principles and procedures to be
followed in various aspects of University life and, as such, are
binding on members of the University community. Policies become
operational upon formal approval by the Board of Trustees or the
President of the University as Chief Executive Officer. Statements of
policy approved by the President must be consistent with policies
adopted by the Board of Trustees and must be within the limits
established by the Board.
In a spirit of shared governance, the Board of Trustees and the
President of the University welcome participation of all members of
the University community in the development of policy.
The vice presidents of the University, as a group and as individuals,
advise the President of the University.
The Policy Committee of the Univeristy acts in an advisory capacity to
the President of the University on courses of action
affecting more than one area of the University, i.e., Academic Affairs, Business Affairs, Student Life, and University Advancement;
or limited to one school or area but having implications for the total University, another area, or another school;
or affecting the objectives of the University;
or affecting the long-range development of the University.
The Secretary of the University serves to provide
administrative support and direction for development and
dissemination of policies, including maintenance of the Marywood
University Policies and Procedures Manual
Definitions
Policies are guiding or governing principles, formally
approved to provide assistance in the conduct of University
affairs.
Procedures are statements that provide for the orderly
implementation of established policies through prescribed specific
actions to be taken.
Classes of Policies for purposes of policy
development
Administrative Policies describe the terms or
conditions of affiliation of administrators, faculty, staff,
students, and visitors with the University; the use of physical
plant, such as buildings, grounds, and equipment; and other
matters of a general nature.
Academic Policies are those that relate to the
educational process and the academic portfolio of the
University.
Student Life Policies concern exclusively the terms
or conditions affecting student life as expressed in the
mission statement of the Student Life Division.
Board of Trustees Policies are those by
which the Board of Trustees operates and governs itself, and
policies involving the relationship of the Board to the
President of the University as Chief Executive Officer.
Administrative Policies
Definition - Policies that describe
the terms or conditions of affiliation of administrators, faculty,
staff, students, and visitors with the University; the use of
physical plant, such as buildings, grounds, and equipment; and
other matters of a general nature.
Initiation - A request for a new policy or revision
of an existing one may originate with any member or group of the
University community. It is submitted to the Secretary of the
University or to a vice president.
Development -
- If the proposal is received by the Secretary of the University, she sends it to the President of the University for executive review. If the request is received by a vice president, s/he reviews the proposal and submits it to the President of the University for further executive review.
- Following the executive review, the President sends the proposal to the Secretary of the University, indicating
who should serve on an ad hoc editing committee with the Secretary of the University, and
which senate(s), person(s), or other group(s) ought to review the edited draft;or if it is to go directly to the Executive Committee on Policy;
or whether, because of the nature of its content, the policy or revision already has presidential approval;
or whether the proposal is to be returned to the orginators for further study;
or whether the issue is rejected.
- If reviewers were not named, the Secretary of the University moves the edited draft on as indicated by the President.
If reviewers were named, the Secretary of the University sends the edited draft to the reviewers, requesting that, by a specified date, it be forwarded to the Chair of the Executive Committee of the University Committee on Policy with comment to the effect that
it is supported by the senate, person, or group as written;
or it is supported by the senate, person, or group with attached commentary;
or it is rejected by the senate, person or group with attached commentary.
- The Chair of the Executive Committee places edited drafts on its agenda. The committee
considers an edited draft and any comments from the reviewers;
determines if and by whom further revision is necessary;
and determines if and when it is to be placed on the agenda of the University Committee on Policy.
- The Policy Committee of the University
recommends it to the President of the University as written;
or recommends it to the President with comment for possible revision;
or sends it to the President noting lack of Policy Committee support.
Approval -
The President of the University, as
Chief Executive Officer,
approves or rejects the policy as written;
or approves or rejects revisions;
or refers it to the Board of Trustees for action.
Dissemination -
If the policy is formally
approved, the President notifies the Secretary of the University
who
enters it into the Marywood University Policies and Procedures Manual;
and notifies the Marywood community of the approval and effective date.
If it is not approved, the President returns it to the Secretary of the University who notifies appropriate persons of the status of the proposal.
Procedures
Academic Policies
Definition - Policies that relate to
the academic portfolio of the University; and policies that
concern the eductional process.
Initiation - A request for a new policy or revision
of an existing one may originate with any member or group of the
University community. It is submitted to the Vice President for
Academic Affairs.
Development -
sends the proposal to the Secretary of the University,
indicating
who should serve on an ad hoc editing committee with the
Secretary of the University, and
which senate(s), besides the Faculty Senate, and other person(s), or other group(s) ought
to review the edited draft;
or if it is to go directly to the Executive Committee
on Policy;
or whether, because of the nature of its content, the
policy or revision already has presidential
approval;
or whether the proposal is to be returned to the orginators for further
study;
or whether the issue is rejected.
If reviewers were not named, the Secretary of the
