Professor of Agricultural Economics and State Program Leader, Economic & Community Development, Penn State University

Dr. Kelsey is a professor and State Program Leader, Economic and Community Development, with Penn State Cooperative Extension. His work focuses on issues such as public finance and taxation, farmland preservation, and land use planning as they relate to rural development, and is used by local government officials and citizens interested in community issues.

As State Program Leader, he helps provide statewide leadership for Cooperative Extension programs focused on Marcellus Shale and natural gas development, place-based economic development, leadership development, and community decision-making.
